Rising Cost of Japan Visa in 2026: Fees Expected to Increase Up to 5 Times!

Japan will raise visa fees in 2026 and introduce new immigration rules including the JESTA system.

After previously still being in the planning stage, the Japanese government will now officially implement major adjustments to visa fees and several residence permits.

Japan Visa Fee Increase in 2026

The Japanese government plans to increase the single-entry visa fee from around ¥3,000 to ¥15,000.

This represents an increase of approximately five times the previous rate.

For multiple-entry visas, the fee is also expected to rise to around ¥30,000 from the previous ¥6,000.

This adjustment brings Japan’s visa costs closer to those of other developed countries such as the United States and several European nations.

Increase in Residence Permit Fees in Japan

Not only tourist visas, but several residence-related administrative fees will also see significant increases, including:

  • Extension or change of residence status: increased from around ¥6,000 to ¥10,000–¥70,000
  • Permanent residency (PR): increased from around ¥10,000 to ¥200,000–¥300,000

This marks one of the largest changes in Japan’s immigration system in recent years.

Reasons Behind the Visa Fee Increase

The Japanese government has outlined several key reasons for this policy:

  • Growing number of foreign residents in Japan (over 4 million people)
  • Increasing administrative burden in immigration services
  • Need to fund public services and digitalize immigration systems
  • Strengthening monitoring of foreign residents and overstayers

Some of the additional revenue will be allocated to:

  • Japanese language and integration programs for foreign residents
  • Modernization of immigration systems
  • Enhanced border security

Introduction of the JESTA Pre-Arrival System

In addition to visa fee increases, Japan will introduce the Japan Electronic System for Travel Authorization (JESTA).

This system is similar to the United States’ ESTA and will be used to:

  • Screen travelers before departure to Japan
  • Speed up immigration procedures at airports
  • Deny applications from individuals considered high-risk

The system is scheduled for implementation by the end of fiscal year 2028.

When Will the New Policy Take Effect?

The new visa and residence permit fee structure is planned to take effect on July 1, 2026. This will be the first increase since 1978, driven by inflation and the weakening yen.

This fivefold increase marks a major shift in Japan’s immigration policy, including adjustments to residence permit fees and the planned introduction of the JESTA system.

Travelers and foreign residents are advised to plan their trips and budgets in advance.
